REGIONAL HEALTH MANAGERS MEET IN BELIZE

Each year the Pan American Health Organization meets three times with its regional health managers in Central America to review the progress of the clinical cooperation programme among the different countries as well as to focus on current health problems.This week, health managers from throughout Central America and the Dominican Republic are meeting in Belize to do just that.
Doctor Mirta Roses Periago is the Regional Director of PAHO and a Physician in Infectious diseases and Public Health.She gives us an overview of the discussions. ldquo;We are taking a review of what is going on in terms of the health agenda for the Americas you know.And the health agenda for Central America that the Presidents are going to endorse and what is the role of the organization in supporting that agenda and the mobilization of resources, particularly the way we support the countries fro accessing special funds like the Global Fund for Malaria, Tuberculosis and HIV/AIDS for instance.
Ensure that all the countries are successful in accessing the resources and also that they are successful in implementing the projects that they already have so that they can really be achieving the impact that was suppose to be when they develop this project.So a lot of the discussion is always centered around some of the lessons learned and how can we share the experiences among the different countries that they progress faster.rdquo; ldquo;And there is a system in place to ensure that what is learned is put into practice? rdquo; ldquo;Yes, there is because the way the organization is set up, we move from this discussion internally to the discussion of the Ministers in this particular region with SICA with Central American Integration System and the Summit of the Presidents both of CARICOM and SICA.
And we usually take the opportunity when we meet in Belize due to the very specific nature of Belize participating in both systems in the CARICOM and in the SICA that the meetings in Belize really are an opportunity to share between the Caribbean countries and the Central American countries.rdquo; We asked Health Minister, Jose Coye, what Belize rsquo;s specific concerns are. ldquo;PAHO is an organization that is focusing more on what I would call the preventive strategy, the central public health areas, which is what the Ministry of Health is focusing on.
In the sense of addressing not only the infectious diseases that we have done pretty good in the past, but we now need to put some emphasis on the chronic diseases which have a lot to do with lifestyles.And how best we can make those changes depends on the future of our health system and our population at large.rdquo; ldquo;So Belize rsquo; specific topics that we will be looking at will be? rdquo; ldquo;More in the public areas, more in the preventative side, the environmental side, the Vector Control Programme, immunization, behavioral changes that is where the emphasis is for the Pan American Health Organization and that is one of the main focus in our new health agenda for the five years.
ldquo;How can we see this actually materialize into more benefits for the poor man on the street? rdquo; ldquo;Everybody can benefit in a health sector reform, where you are looking to bring about behavioral changes.But the big challenge is indeed how do you change the behavior, how do you get the individual, the family and the community to take responsibility for itself? With the Public Sector the Ministry of Health in particular providing the opportunities for you to be able to keep yourself healthy, make yourself feeling well and functioning well.So the Ministry will be there indeed as always, we are not suggesting in any way that there are not there is not a need for secondary and tertiary care as there is for secondary and tertiary prevention, so it is not that we are going to develop the prevention strategy at the expense of those, it will be an integrated approach to the health system.
rdquo; The group is also looking at the technical cooperation in Central America, which include strategies to maximize the benefits and to integrate the countries rsquo; regional and global health commitments to address priorities areas.The conference ends on Friday. .
